No - the laws of physics are not animals.
Interestingly (in a multiverse scenario) if universes arise
continuously with different "laws of physics" it is possible that
those with "laws of physics" very far from ours either disappear
quickly or expand so rapidly nothing can form and are "not fertile" -
don't lead to new universes budding of - and so a form of reproduction
and selection could operate in the greater cosmos and tend towards
long term stable universes filled with matter - very like ours.
That is, perhaps our kind of universe has been selected by some
process not dissimilar to evolution.

centuries to derive them, often hindered and oppressed by ignorant,
tyrannical religion.
