Phobos is at about the same temperature as Mars, i.e. not too far below
the freezing point of water, and maybe sneaking above it sometimes. It
has no atmosphere. So if there were water-ice directly on the surface,
it would quickly sublime away, leaving a coating of whatever dust,
etc., was embedded in it.
